On page 7, after line 26, insert the following:

"NEW SECTION.  Sec. 4. This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and takes effect immediately."

On page 1, line 5 of the title, after "18.130.055;" strike "and adding a new section to chapter 18.130 RCW" and insert "adding a new section to chapter 18.130 RCW; and declaring an emergency"
