On page 13, line 40, after "rule." insert "The commission shall not approve any decarbonization activity that does not satisfy the commission's cost test and represent the lowest reasonable cost option."

EFFECT: Prohibits the utilities and transportation commission from approving decarbonization activities that do not satisfy the commission's cost test and represent the lowest reasonable cost option.
