On page 4, after line 7, insert the following:

"NEW SECTION.  Sec. 2. This act takes effect December 31, 2024."

On page 1, at the beginning of line 3 of the title, strike "and amending RCW 42.17A.320" and insert "amending RCW 42.17A.320; and providing an effective date"
