On page 8, line 37, after "subsection." insert "The board may only issue cannabis producer licenses under this subsection when federal law allows for the interstate transfer of cannabis between authorized cannabis-related businesses or when the United States department of justice issues an opinion or memorandum allowing or tolerating the interstate transfer of cannabis between authorized cannabis-related businesses."

EFFECT: Conditions the Liquor and Cannabis Board's ability to issue certain inactive cannabis producer licenses on specified federal actions relating to the interstate transfer of cannabis occurring.
