On page 1, beginning on line 14, after "business" strike all material through "program" on line 18 and insert "as defined in RCW 39.26.010"

EFFECT: Revises which subcontractors qualify for prompt pay to include any in-state business, including a sole proprietorship, corporation, partnership, or other legal entity that certifies, under penalty of perjury, that it is owned and operated independently from other businesses, and has:

(1) 50 or fewer employees;

(2) A gross revenue of less than $7,000,000 annually as reported on its federal income tax return or its return filed with the department of revenue over the previous three years; or

(3) Certification with the office of minority and women's business enterprises.
