Background:

The state government operates on a fiscal biennium that begins on July 1 of each odd-numbered year.  A two-year biennial operating budget is adopted every odd-numbered year.  Supplemental budgets frequently are enacted in each of the following two years after adoption of the biennial budget.  Appropriations are made in the biennial and supplemental budgets for the operation of state government and its various agencies and institutions, including higher education, as well as allocations for the funding of kindergarten through grade 12 public schools.


The 2021-23 Biennial Operating Budget was enacted in 2021 and a supplemental operating budget was adopted in 2022.  The 2021-23 Biennial Operating Budget, after the 2022 Supplemental Operating Budget, appropriates $64.0 billion from the Near General Fund-Outlook (NGF-O) accounts (General Fund-State, the Education Legacy Trust Account, the Opportunity Pathways Account, and the Workforce Education Investment Account).  The total budgeted amount, which includes state, federal, and other funds, is $130.8 billion.

Summary of Substitute Bill:

The NGF-O appropriations for the 2023-25 biennium are $70.1 billion.  Total budgeted funds are $132.0 billion (includes state, federal, and other funds).


Supplemental budget changes for fiscal year 2023 are made to the 2021-23 Biennial Operating Budget.  These changes reduce NGF-O appropriations to $63.2 billion and increase the total budgeted amount to $132.2 billion total funds. 


Changes to fund transfers and other provisions are made.

Substitute Bill Compared to Original Bill:

The substitute bill reduces NGF-O appropriations for the 2023-25 Biennial Operating Budget by $300 million and increases the total budgeted amount by $2.3 billion. 


The substitute bill adds supplemental operating budget appropriations for the 2021-23 biennium rather than only addressing the 2023-25 biennium.  The supplemental changes increase NGF-O appropriations by $100 million and reduce the total budgeted amount by $200 million.
