Driver Training Education Courses.
A person must be enrolled in a driver training education course as a condition of obtaining a driver's instruction permit. A person must have passed a driver training education course as a condition of obtaining an intermediate driver's license, which is available to individuals at least 16 years old. A person under 18 years old must have passed a driver training education course as a condition of obtaining a driver's license.
Driver training education courses may be administered by school districts or private driver training schools.
Driver Training Course Curriculum Requirements.
State law requires driver training education courses to include a minimum of 30 hours of classroom instruction and six hours of behind-the-wheel operation under the supervision and direction of a licensed instructor, or five or more hours of behind-the-wheel operation and four or more hours of driving simulation instruction under the supervision and direction of a licensed instructor, and one or more hours of additional in-vehicle driver observation.
The Office of the Superintendent of Public Instruction and the Department of Licensing, in consultation with Central Washington University traffic safety instructors or program content developers, jointly develop and maintain a required curriculum for driver training education courses. This curriculum must be followed by private driver training schools and by school districts that operate driver training education programs.
Broad curriculum requirements are set by rule and include training on rules of the road, vehicle components; vehicle handling; driver behavior; sharing the road; attention and perception; hazard and risk management; vehicle maintenance, malfunctions, and technology; managing emergencies and adverse conditions; respect and responsibility; and vehicle technology systems. Certain topics are also specifically required under state law. Information on the importance of sharing the road with commercial motor vehicles, buses, and other large vehicles must be included in the driver training education course curriculum requirements.
