Background:

A collector vehicle is defined in statute as a motor vehicle or travel trailer that is at least 30 years old.  The owner may receive a collector vehicle plate assigned by the Department of Licensing, or the owner can provide an actual Washington state-issued license plate designated for general use in the year the vehicle was manufactured. 

 

A collector vehicle may only be used for participation in club activities, exhibitions, tours, parades, and occasional driving.

 

The collector vehicle registration is $35, and the plates:

  • are valid for the life of the vehicle;
  • are not required to be renewed; and
  • must be displayed on the rear of the motor vehicle or travel trailer.
Summary of Bill:

A collector vehicle that is a motor vehicle may tow a trailer if the trailer is being used for participation in club activities, exhibitions, tours, and parades.

Effective Date: Ninety days after adjournment of session in which bill is passed.
Staff Summary of Public Testimony:

PRO: This allows collector trucks that have trailers for intermittent use in community events.  These vehicles have historic value and this relatively simple change will allow others to be able to see them in parades, club gatherings, and other similar events.  There is a prohibition in current law against using collector vehicles in commercial activities and there is no interest in changing that.
