EFFECT: Removes the requirement that a city or county conduct an analysis of the financial impacts of adopting an ordinance that requires a home energy performance report and adopt a mitigation program and instead allows the payment of a home energy performance report to be delayed and included as part of closing costs for low-income sellers.
