On page 3, after line 27, insert the following:
"NEW SECTION. Sec. 4. A new section is added to chapter 19.27A RCW to read as follows:
(1) As part of the home energy performance report program, cities and counties shall post the names of the certified home energy performance assessors within their jurisdictions on their respective websites.
(2) As part of the certification process for a home energy performance assessor, a city or county must conduct a criminal background check to determine if the individual seeking certification has been arrested or convicted of rape, child molestation, murder, home burglary, vehicle prowling, or robbery. If the city or county certifies an individual who has been arrested or convicted of such crimes, the city or county must make that information available to the public."
| EFFECT: Requires cities and counties to post the names of certified assessors within their jurisdictions on their respective websites. Requires cities and counties to conduct background checks on individuals seeking certification as home energy performance assessors to check for specified criminal history prior to becoming certified. Requires cities or counties that certify a individual who has been arrested or convicted to make that information available to the public.
