EFFECT: Strikes the provision requiring license issuing agencies to annually submit to the Washington State Patrol (WSP) aggregate concealed pistol license (CPL) application data for statewide analysis of the uniformity of the licensing system and potential demographic barriers, and requiring the WSP to annually submit a report to the Legislature that includes specified data relating to CPLs for the preceding year.

Prohibits a license issuing agency and any other agency involved in the concealed pistol licensing process from keeping a database, registry, list, or other source of information related to permit applicants longer than is required to conduct the background check, and in no event longer than 30 days from receipt of the application.
