EFFECT: Removes all changes made to the statute governing issuance of concealed pistol licenses (CPLs), which include: (1) requiring proof of completion of a concealed carry firearms safety training program that includes specified live-fire shooting exercises, or proof of an exemption; (2) requiring an issuing authority to send a written notice of denial of a CPL that contains the grounds for denial and information on the procedure to request reconsideration of the denial; (3) providing that the applicant is exempt from the requirement for a fingerprint check if the applicant has a permit to purchase firearms; (4) requiring the background check to include a check through the Administrative Office of the Courts and LInX-NW; (5) requiring the application to include the applicant's physical description; and (6) requiring issuing authorities to annually submit CPL application data to the Washington State Patrol Firearms Background Check Program, which must annually report specified information relating to CPLs to the Legislature. Removes references to concealed carry firearms safety training from the provision requiring certification of firearms safety training programs.
