EFFECT: Revises the time frame for the Washington State Patrol Firearms Background Check Program to issue or deny a permit to purchase firearms from 30 days to three days, and for persons who do not have a valid Washington driver's license or identicard, or who have not resided in the state for the previous 90 days, revises the time frame for issuing or denying the permit from 60 days to seven days.
