EFFECT: Removes the requirement that the Washington State Patrol Firearms Background Check Program must conduct a background check of specified state and federal databases and a fingerprint-based national check from the Federal Bureau of Investigation in determining whether an applicant is eligible for a permit to purchase firearms.
