On page 2, after line 26, insert the following:

"(5) A city or county may not increase funding or approve a permit application for permanent supportive housing, transitional housing, indoor emergency housing, or indoor emergency shelters without voter approval."

On page 5, after line 18, insert the following:

"(4) A city may not increase funding or approve a permit application for permanent supportive housing, transitional housing, indoor emergency housing, or indoor emergency shelters without voter approval."

On page 6, after line 6, insert the following:

"(4) A code city may not increase funding or approve a permit application for permanent supportive housing, transitional housing, indoor emergency housing, or indoor emergency shelters without voter approval."
