EFFECT: Removes the prohibition on a city or county's comprehensive plan denying or precluding a permit application for permanent supportive housing, transitional housing, indoor emergency housing, or indoor emergency shelter (STEP housing) in any residential or commercial area within an urban growth area (UGA) that includes or is contiguous with a city.

Modifies the same prohibition on a city or county development regulation by prohibiting a regulation from denying or precluding STEP housing within a UGA that includes or is contiguous with a city, instead of in any residential or commercial area within that UGA.

Removes provisions allowing a permit applicant to seek a waiver from any requirements in a city or county's comprehensive plan that deny or preclude the siting of STEP housing.

Allows a permit applicant that is unable to site STEP housing to seek a waiver from a city or county development regulation either prior to or at the time that the permit application is submitted.

Removes a prohibition against a city or county approving a permit application for STEP housing in an industrial area.
