| EFFECT: Requires grants for both categories of employers, including those with fewer than 50 employees and those with 50 to 150 employees, to cover the actual costs of hiring temporary workers for seven days or more or for additional wage-related costs due to the employee's leave (rather than providing grants at fixed amounts of either $3,000 or $1,000 depending on the circumstances, and rather than limiting certain grants to circumstances involving significant costs). Requires these grants to be paid from an appropriation from the General Fund, rather than from the Family and Medical Leave Insurance Account.
