On page 27, after line 25 of the striking amendment, insert the following:

"NEW SECTION. Sec. 305. A new section is added to chapter 44.28 RCW to read as follows:

The joint committee must review the efficacy of the rent increase

limit established by this act and its impacts on the rental market and

housing stability and report its findings to the appropriate

committees of the legislature by December 1, 2031. The review must

include a recommendation on whether the rent increase limit should be

continued without change or should be amended or repealed."
