On page 6, after line 30, insert the following:

"(8) In adopting provisions of the International Wildland Urban Interface Code, the council may not require a permit for a person to use candles or open flames within a cemetery, in an assembly area that is in a building or on gravel, concrete, pavement, or other non-flammable material. If the council adopts section 106.2 of the International Wildland Urban Interface Code, the council must modify the language to exclude such requirements."

EFFECT: Prohibits the State Building Code Council (SBCC) from requiring a permit for a person to use candles or open flames within specified places and requires the SBCC to modify the portion of the International Wildland Urban Interface Code that requires such permits if that portion is adopted.
