EFFECT: (1) Delays by one year, to September 1, 2026, the requirement that the educational service districts (ESDs) maintain the online survey on at least one of the ESD websites and jointly distribute a link to the survey to school districts, public schools, and the Office of the Superintendent of Public Instruction.

(2) Delays by one year, to August 1, 2027, the requirement that school districts and public schools share a link to the online survey with parents or guardians of enrolled and recently disenrolled students.

(3) Replaces language allowing the ESDs to meet the online survey requirements by entering into an agreement with one another for joint or cooperative action with language explicitly authorizing the ESDs to delegate such duties to an information processing cooperative established pursuant to an agreement for joint or cooperative action.
