On page 15, beginning on line 35, after "501." strike all material through "immediately" on page 16, line 2 and insert "The secretary of state shall submit this act to the people for their adoption and ratification, or rejection, at the next general election to be held in this state, in accordance with Article II, section 1 of the state Constitution and the laws adopted to facilitate its operation"

EFFECT: (1) Removes the emergency clause. (2) Makes the bill a referendum bill and directs the Secretary of State to submit the bill to the people for their adoption and ratification, or rejection, at the next general election held in the state.
