EFFECT: (1) Limits when cities, towns, and special purpose districts may conduct their elections in even-numbered years. Cities, towns, and special purpose districts may only conduct their elections in even-numbered years if (a) all of the cities, towns, and special purpose districts in at least one county in which the city, town, or special purpose district is located choose to conduct their elections in even-numbered years, and (b) the county in which the cities, towns, and special purpose districts are located allows cities, towns, and special purpose districts to conduct their elections in even-numbered years.
(2) Specifies the methods for how a county may choose to allow cities, towns, and special purpose districts to conduct their elections in even-numbered years.
(3) Requires a county that allows even-numbered year elections through adoption of an ordinance or policy to conduct two public hearings prior to final adoption.
(4) Provides that the length of the transitional term is specified in the ordinance, policy, initiative, or charter amendment adopted by the county rather than the ordinance, policy, initiative, or charter amendment adopted by the city, town, or special purpose district that proposes the transition to elections in even-numbered years.
(5) Corrects an internal reference.
