"NEW SECTION. Sec. 1. It is the intent of the legislature that a study be conducted regarding the impact of ranked choice voting on participation by communities of color in the following jurisdictions:
(1) Seattle, Washington;
(2) Portland, Oregon;
(3) Salt Lake City, Utah; and
(4) New York City, New York.
NEW SECTION. Sec. 2. (1) Subject to the availability of amounts appropriated for this specific purpose and the availability of data, the Washington state institute for public policy shall conduct a study comparing overall citywide voter turnout with turnout in precincts or wards where a majority of voters represent nonwhite populations for at least one municipal election cycle that used ranked choice voting in each of the following jurisdictions:
(a) Seattle, Washington;
(b) Portland, Oregon;
(c) Salt Lake City, Utah; and
(d) New York City, New York.
(2) By December 31, 2026, and in compliance with RCW
43.01.036, the Washington state institute for public policy must submit a final report to the appropriate committees of the legislature.
(3) This section expires January 1, 2027."
