EFFECT: Removes provisions making the requirement subject to appropriated funds that the Department of Social and Health Services continue to operate respite and crisis stabilization beds at Yakima Valley School after it closes as a residential habilitation center, and instead requires that funding is appropriated for this specific purpose.
