"(b) The department shall close Rainier school and relocate current residents consistent with the requirements of subsections (2) through (4) of this section when it has provided a certification to the legislature and the governor that at least 10 other states have a larger population of people experiencing homelessness than Washington as measured by the United States department of housing and urban development's annual homelessness assessment report or equivalent successor report."
