EFFECT: Removes the statement that it is the policy of the state that the public health response to address communicable diseases be guided by the best available science. Instead, states that it is the policy of the state that such response be guided by the best available clinical data on options for treatment, including drug repurposing, supplements, and new emerging treatments that may enhance the immune system. Removes the requirement that evidence-based, appropriate measures be implemented and promoted to control the spread of communicable diseases, including vaccines. Allows state and local health officials to advocate for treatment options and disclose the risks and benefits as they are known. Allows any novel emerging treatment that has not passed rigorous Food and Drug Administration guidelines to be offered by those who want to participate in ground-breaking science, with close attention to any side effects that may occur. Removes provisions prohibiting the enactment of contrary statutes, ordinances, rules or policies. Requires state and local governments to adhere to and disclose the clinical data that are collected and allows guideline changes to be made according to the success or failure of new drugs. Removes the emergency clause.
