EFFECT:

Allows contracting agencies to exempt certain bidders from the requirement to submit an apprentice utilization plan, instead of automatically exempting those bidders.

Allows contracting agencies to rely on information provided by the Department of Labor and Industries to determine if a bidder is eligible for exemption from the requirement to submit an apprentice utilization plan.
