On page 4, after line 18, insert the following:

"NEW SECTION. Sec. 3. A new section is added to chapter 70.48 RCW to read as follows:

(1) An inmate in the custody of a jail may not assert a change of gender identity more than once within any six-month period for purposes of determining how to house the inmate at the jail or conduct a search of the inmate based on the inmate's most recently asserted gender identity, in compliance with the requirements of this chapter.

(2) For the purposes of this section, "gender identity" has the same meaning as defined in RCW 74.09.875."

EFFECT: Prohibits an inmate in the custody of a jail from asserting a change of gender identity more than once within any six-month period for purposes of housing the inmate or conducting a search based on the inmate's most recently asserted gender identity.
