"NEW SECTION. Sec. 3. A new section is added to chapter 70.48 RCW to read as follows:

Notwithstanding any other provision of law, a jail may consider physiological differences in strength and injury risks when developing and implementing any inmate housing and supervision policies pursuant to this chapter."
