EFFECT: Requires the recycling refund producer responsibility organization (PRO) to pay material recovery facilities (MRF) for the full refund value of covered beverage containers transferred by MRFs for further materials processing or end markets, rather than 50 percent of the refund value for such containers. Requires the PRO to continue to pay covered beverage container refunds to MRFs after the conclusion of the first PRO plan period.
