On page 33, after line 11 of the striking amendment, insert the following:

"NEW SECTION. Sec. 32. (1) The secretary of state shall submit this act to the people for their adoption and ratification, or rejection, at the next general election to be held in this state, in accordance with Article II, section 1 of the state Constitution and the laws adopted to facilitate its operation.

(2) The proportionate share of the costs of the election, including the preparation and distribution of the voters' pamphlet and other expenses as are attributable to the referendum on this act, shall be reimbursed by the recycling refund producer responsibility organization. The secretary of state shall certify the cost to the organization. Upon receipt of such certification, the organization shall pay the amount certified by the secretary of state, and the counties shall be reimbursed in the same manner provided for in RCW 29A.04.410."

Renumber the remaining sections consecutively and correct any internal references accordingly.

EFFECT: Requires the act to be submitted for adoption or rejection by the voters at the next general election and that the costs attributable to the referendum on the act must be reimbursed by the recycling refund producer responsibility organization.
