EFFECT: Amends the definition of socially vulnerable populations to mean persons residing in certain census tracts using the United States Center for Disease Control and Agency for Toxic Substances and Disease Registry's social vulnerability index, as it existed as of January 1, 2025, or persons that have incomes below specified thresholds using a measurement by the University of Washington's Center for Women's Welfare. Defines overburdened communities as those ranked as a 9 or 10 on the environmental health disparities map maintained by the Department of Health. Requires the Department of Ecology to appoint an equity subcommittee to the advisory council with specified composition and duties. Requires the Recycling Refund Producer Responsibility Organization's (PRO's) program for nonprofit organizations to include community organization partnerships and to benefit overburdened communities, in addition to socially vulnerable populations. Authorizes the PRO to use unredeemed deposits to increase the number of redemption sites in overburdened communities and socially vulnerable populations. Requires the PRO's annual report to evaluate, based on regionalized sales and redemption data, whether redemption options disproportionately impact overburdened communities and socially vulnerable populations.
