On page 14, line 10 of the striking amendment, after "consumer" insert ". Nothing in this chapter provides authority for the department to adopt, by rule, or otherwise require a refund value that exceeds the 10 cent refund value for covered beverage containers that is established in this subsection"

EFFECT: Specifies that the Department of Ecology is not authorized to require or adopt a rule that establishes a refund value for beverage containers that exceeds 10 cents.
