On page 18, after line 26 of the striking amendment, insert the following:

"NEW SECTION. Sec. 15. RURAL AND FRONTIER COUNTY REDEMPTION OPPORTUNITIES. Each frontier or rural county, as defined in RCW 43.160.020, must make space available to the recycling refund producer responsibility organization for purposes of siting a redemption site at each transfer station and drop box facility, as defined in WAC-173-350-100, as it existed as of January 1, 2025, that is owned or operated by the county. The recycling refund producer responsibility organization must provide a full-service redemption site at each location offered under this section unless infeasible, in which case the recycling refund producer responsibility organization must provide an express redemption site. The recycling refund producer responsibility organization must provide fair compensation for each county location provided under this section, and must assume all operational and maintenance costs for the redemption site."

Renumber the remaining sections consecutively and correct any internal references accordingly.
