On page 24, after line 10 of the striking amendment, insert the following:
"NEW SECTION. Sec. 21. By November 1, 2030, and by November 1st of every even-numbered year thereafter, the state auditor must conduct a comprehensive audit of the program created by this chapter, including the plans implemented by each producer responsibility organization and publish a report with its findings. The state auditor may consider, but is not limited to evaluating, the contents of the annual reports submitted to the department under section 20 of this act, and the data and information that are audited annually by a third party under section 20(3) of this act."
Renumber the remaining sections consecutively and correct any internal references accordingly.
| EFFECT: Requires the state auditor to perform a comprehensive audit of the programs implemented by producer responsibility organizations by November 1, 2030, and every two years thereafter. Authorizes the state auditor to consider the information contained in annual reports submitted by a producer responsibility organization for purposes of the comprehensive audit, including the data and information relied upon by independent third-party auditors responsible for auditing and verifying performance rate calculations and the management of materials by a producer responsibility organization.
