On page 7, after line 18, insert the following:

"NEW SECTION. Sec. 3. A new section is added to chapter 43.181 RCW to read as follows:

If any court cases challenging the covenant homeownership program are commenced before the effective date of this section, this act may not be implemented until on or after the date that any such court cases are fully resolved and no longer subject to appeal."
