EFFECT: Restores current law making it permissive, rather than mandatory, that the county auditor dismiss a voter challenge if the challenge is not in proper form or the factual basis for the challenge does not meet the legal grounds for a challenge. Restores current law requiring that a challenge substantially comply with the form issued by the Secretary of State for the challenge to be in proper form.
