| EFFECT: Changes the crime for falsifying statements on a voter challenge signed affidavit to be false swearing (which is a gross misdemeanor) rather than perjury (which is a felony). Limits the circumstances under which a challenger may be guilty of the crime of false swearing for knowingly providing false information as part of a voter registration challenge to only situations where the challenger knowingly provides false information on their signed affidavit attesting that the challenged voter is not qualified to vote or does not reside at the address on record. Eliminates the offense and penalty for knowingly challenging a person's voter registration without reasonable cause. |
