On page 2, after line 10, insert the following:

"(3) No bonds or other forms of debt may be issued pursuant to this section until a binding agreement has been entered into between the state of Washington and the state of Oregon that requires that any and all costs or funding shortfalls related to the Interstate 5 bridge replacement project be shared equally between the two states."

On page 2, line 18, after "bonds." insert "No bonds may be issued pursuant to this section until a binding agreement has been entered into between the state of Washington and the state of Oregon that requires that any and all costs or funding shortfalls related to the Interstate 5 bridge replacement project be shared equally between the two states."

EFFECT: Prevents the issuance of bonds or other forms of debt under the act until a binding agreement has been entered into between the state of Washington and the state of Oregon that requires that all costs or funding shortfalls related to the Interstate 5 bridge replacement project are shared equally between the two states.
