On page 3, line 16, after "(h)" insert "(i)"

On page 3, after line 23, insert the following:

"(ii)(A) Initiatives 62 and 601 as enacted in RCW 43.135.060 require the state to provide amounts to regional transportation planning organization for new programs and increased levels of service under existing programs. Therefore, each regional transportation planning organization does not have to be in compliance with the requirements of subsection (h)(i) of this section until the regional transportation planning organization has identified its projected costs, submitted those costs to the office of financial management, and has been given approval that the state will reimburse the regional transportation planning organization for its costs in full.

(B) If the state fails to make payment to a regional transportation planning organization in accordance with the requirements of this subsection (h)(ii), subsection (h)(i) is not enforceable upon that regional transportation planning organization."

EFFECT: Requires state payments to a regional transportation planning organization for costs associated with planning for reductions in greenhouse gas emissions and vehicle miles travelled, in order for the requirement regarding planning for reductions in greenhouse gas emissions and vehicle miles travelled to be enforceable against the regional transportation planning organization.
