On page 3, line 24, after "(2)" insert "The greenhouse gas emissions and vehicle miles traveled reductions required under subsection (1)(h) of this section must be based on reductions that occur within the boundaries of the counties within the regional transportation planning organization's jurisdiction. A regional transportation planning organization must review each reduction policy adopted under subsection (1)(h) of this section every five years to determine whether there are quantifiable reductions where the benefits justify the additional cost. Policies that do not produce significant reductions should be repealed and declared void.

| EFFECT: Requires greenhouse gas emissions and vehicle miles traveled reductions to be based on reductions that occur within the boundaries of the counties within the jurisdiction of the regional transportation planning organization (RTPO). Requires an RTPO to review each reduction policy every five years to determine whether there are quantifiable reductions where the benefits justify the additional cost. Declares that policies that do not produce significant reductions should be repealed and declared void.
