On page 7, after line 9, insert the following:

"NEW SECTION. Sec. 2. EFFECTIVE DATE. This act takes effect January 1, 2027."

EFFECT: Removes the new exception to membership in the Public Employees' Retirement System (PERS) for port district employees that participate in union-sponsored retirement plans and removes application of the bill to periods where port districts made contributions to non-state plans in the past. Creates an effective date for the PERS membership exemption for participants in the Federal Railroad Retirement Plan of January 1, 2027.
