On page 2, line 31, after "rule." insert "The department may not issue a child-specific license to any individual with a founded finding of child abuse or neglect within the past five years or who resides in a home where illicit substances are present."

EFFECT: Prohibits the Department of Children, Youth, and Families from issuing a child-specific license to any individual with a founded finding of child abuse or neglect within the past five years or who resides in a home where illicit substances are present.
