On page 21, after line 40, insert the following:

"NEW SECTION. Sec. 8. A new section is added to chapter 43.216 RCW under the subchapter heading "subsidized child care" to read as follows:

(1) The department must establish a secure, confidential channel for parents and employees of child care providers to report suspected child care subsidy fraud.

(2) If the department finds that a reported provider has retaliated against the person or persons making a report under this section, the department must revoke the provider's license immediately."

Renumber the remaining sections consecutively and correct any internal references accordingly.

EFFECT: Requires the Department of Children, Youth, and Families to establish a secure, confidential channel for parents and child care provider employees to report suspected child care subsidy fraud, and requires immediate revocation of a provider's license for retaliation against persons who make a report.
