On page 21, after line 40, insert the following:

"NEW SECTION. Sec. 8. A new section is added to chapter 43.216 RCW under the subchapter heading "subsidized child care" to read as follows:

(1) The department must conduct unannounced on-site attendance audits for at least 10 percent of providers accepting state subsidy annually to physically verify that the children for whom the provider is accepting payment on that day are present.

(2) If an audit as described in this section reveals a five percent or greater discrepancy between attendance and claimed payment the department must suspend the provider's license immediately, notwithstanding the timelines provided in RCW 43.216.327, pending a full forensic audit and referral to the department of social and health services under RCW 43.216.822."

Renumber the remaining sections consecutively and correct any internal references accordingly.

EFFECT: Requires the Department of Children, Youth, and Families (DCYF) to conduct unannounced on-site attendance audits for at least 10 percent of providers accepting state subsidy annually. Requires the DCYF to suspend the provider's license and refer the incident to the Department of Social and Health Services Office of Fraud and Accountability if an audit reveals a 5 percent or greater discrepancy between attendance and claimed payment.
