On page 21, after line 40, insert the following:

"NEW SECTION. Sec. 8. A new section is added to chapter 43.216 RCW to read as follows:

Billing for a number of children that exceeds a provider's licensed physical capacity constitutes prima facie evidence of fraud, and requires immediate revocation of the provider's license."

Renumber the remaining sections consecutively and correct any internal references accordingly.

EFFECT: Establishes that billing for a number of children that exceeds a child care provider's licensed physical capacity constitutes prima facie evidence of fraud requiring immediate license revocation.
