EFFECT: Removes the requirement that an ordinance establishing a tax increment financing area make certain demonstrations before the formation of an increment area. Removes the requirement that the State Treasurer must accept and consider comments from taxing districts and instead provides that the State Treasurer may receive comments from taxing districts.
