On page 8, after line 10 of the striking amendment, add the following:

"NEW SECTION. Sec. 9. The taxes for affiliates of an insurer under chapter 82.04 RCW shall not apply if an insurer in the holding company system as defined in RCW 48.31B.005 pays premium taxes pursuant to RCW 48.14.020 or RCW 48.14.0201 and offers Medicaid coverage to Washington residents and a health benefit plan on the exchange."
