EFFECT: Prohibits a striking worker from qualifying for unemployment insurance benefits if the strike is prohibited by federal or state law or court order (rather than if the strike is found to be prohibited by federal or state law in a final judgment). Removes language requiring repayment of benefits following a final judgment.
