| EFFECT: Makes the following technical changes: Aligns the proviso amount with the appropriated amount for the I-5 Planning and Environmental Linkage Study and Statewide I-5 Master Plan. Moves the transit mitigation funds connected to the Revive I-5 highway construction project from Program Z/Local Programs to Program V/Public Transportation. Corrects the amount provided for transit support grants. Corrects the amount provided for zero youth fares policies. Renames two existing WSDOT rail program projects: "passenger rail equipment preservation and heavy maintenance" and "grain hopper car preservation and maintenance." Corrects an error by reducing the amount needed for the Maple Valley Pedestrian Bridge over SR 169 project to $4,500,000 in 2025-27. Removes an incorrect subsection reference. Corrects an incorrect project name. Reduces transfers for the SR 520 Civil Penalties Account-State Appropriation to reflect actual civil penalty collections
FISCAL IMPACT (2025-27): Reduces Multimodal Transportation Account-State by $1,000,000.
FISCAL IMPACT (2025 Supplemental): Reduces the transfer amount from the SR 520 Civil Penalties Account-State to the SR 520 Corridor Account-State by $180,000.
